All Members who believe they have a Disclosable Pecuniary or other Interest in any matter to be considered at the meeting must declare that interest and, having regard to the circumstances described in Section 9 and Appendix B of the Councillors’ Code of Conduct, leave the meeting while the matter is discussed.

Councillor Strutton declared that he had made public comments recently in relation to the Council’s statutory officers, but that he had an open mind regarding the matters being considered by the Committee.

Nominations were invited for the Chair of Committee for the 2021/22 municipal year.

Councillor Ajaib was proposed by Councillor Strutton.  The nomination was not seconded.

Councillor Hulme was proposed by Councillor Ajaib and seconded by Councillor Grewal.

There being no other valid nominations, Councillor Hulme was elected as Chair for 2021/22.

Resolved –  That Councillor Hulme be elected as Chair for the 2021/22 municipal year.

Nominations were invited for Vice-Chair of Committee for the forthcoming municipal year.

Councillor Ajaib was proposed by Councillor Hulme and seconded by Councillor Grewal.

Councillor Strutton was self-nominated.  The proposal was not seconded.

There being no other valid nominations, Councillor Ajaib was elected as Vice-Chair for the next year.

Resolved –  That Councillor Ajaib be elected as Vice-Chair for the 2021/22 municipal year.

It is recommended that the Press and Public be excluded from the meeting during consideration of the item in Part 2 of the Agenda, as it involves the likely disclosure of exempt information relating to individuals as defined in Paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972 (amended).

Below is a summary of the matters considered during Part II of the meeting.

Members received a detailed briefing on the remit and procedure of the Committee; quasi-judicial role; and legal framework.

The Committee agreed that a further meeting should be convened on 4^th November 2021.
