Purpose:

This decision records the fact that a new Drug and Alcohol Policy and Testing was agreed by the Chief Executive under delegated powers on 10th December 2024. A report will be provided to the next meeting of the Employment Committee with further details of the revised policy.

The proposal aims to mitigate risks within operational services, particularly in areas where environmental permits necessitate robust safeguards against associated risks. With the upcoming Christmas period, there is heightened concern that services may face increased vulnerability to employees attending work under the influence of drugs or alcohol. This time of year, significantly amplifies these risks, necessitating timely and decisive action.

Decision:

The implementation of the Drugs and Alcohol (D&A) policy, including the introduction of randomised testing, is being proposed outside the standard governance process, which typically involves the CLT and Employment Committee. A report will be provided to the next meeting of the committee.
