The Council has received may complaints over
the last few years regarding the obstructive parking caused by
non-residents on Winvale and Vale Grove. As a result, we have
previously conducted an informal consultation whereby a residents
permit scheme was proposed, however due to the lack of support at
this stage we were unable to proceed with this scheme.
Since then, we have once again received similar complaints from
residents and the ward Councillors and therefore we made a decision
to revisit this and propose another residents permit scheme for
these locations under zone N which would apply Monday-Sunday at all
times. This is in line with the Cabinet decision to focus to
Controlled Parking Zones (CPZs) as our new approach.
In addition to this we have received several complaints from the
public, local businesses, bus operators and the police regarding
obstructive parking caused on Windsor Road. As a result, we
proposed to upgrade the single yellow line restrictions on Windsor
Road to no loading at any time restrictions. Furthermore, we
reviewed the restrictions on New Square and proposed to upgrade
these to no waiting at any time restrictions. Finally, we reviewed
the parking restrictions in the layby on Windsor Road (outside
Tesco and Premier Inn) and are proposing to make some changes to
the restriction as well as proposing a one-way scheme to assist the
flow of traffic, visibility and road safety.
1. The amendments will be made under Section 9
of the Road Traffic Regulation Act 1984 and regulation 22 of the
Local Authorities Traffic Orders (Procedure) (England and Wales)
Regulations 1996.
2. The Council respond to the consultees who made representations,
informing them of the decisions made within 14 days of the making
of this order.
