Purpose:

Slough Borough Council received a number of complaints from some residents of A4 London Road following the introduction of the road widening scheme which impacted A4 London Road, Sutton Lane and Colnbrook ByPass. As part of this scheme, changes were also made to the parking area outside 560-578 London Road which included the introduction of parking bays and hatched areas. Once the above was implemented, complaints were received by some residents/ business owners regarding the discriminate parking that was occurring by non-residents in the parking areas.

As a result, it was proposed to introduce a residents permit scheme which applies Monday-Sunday 8am-8pm but also allows 20-minute free parking for customers visiting the local businesses with a no return period of one hour. At other times the parking bays are for resident permit holders only. In addition to this, double yellow lines have been proposed to certain locations to assist with road safety, vehicle access and manoeuvrability. This proposal sits in line with the Council Cabinet Decision of 27th February 2023 which states “The introduction of CPZs as our standard approach for the provision of parking restrictions would bring consistency in management of road space and enable priority for parking to be given to residents and businesses.”

Initially an informal consultation was undertaken in March 2023 to understand the resident’s views on this however, we received no response to this and therefore a formal consultation was conducted to give residents another opportunity to provide us with their opinion on this proposal. The formal consultation took place between 26th January and 16th February 2024. A public notice was placed in the local newspaper and residents and businesses that were directly impacted were also informed by letter of this consultation.

Decision:

1. The amendments will be made under Section 9 of the Road Traffic Regulation Act 1984 and regulation 22 of the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996.

2. The Council respond to the consultees who made representations, informing them of the decisions made within 14 days of the making of this order.
