Purpose:

The Cabinet meeting of the 16th January 2023 approved the commencement of the procurement of a Single Supplier Shared Lives Service from January 2023 through the ASC Dynamic Purchasing System for 3 years for a maximum cost of £467,000 at today’s prices.

The meeting also delegated authority to the Executive Director People (Adults), in consultation with Lead Member Social Care and Public Health and the Section 151 Officer, to award the contract to commence in April 2023 due to impending electoral activity and timing of Tender evaluation decisions and Cabinet meeting dates. Due to a slippage in the procurement timetable the contract commencement date has been adjusted to 1st May 2023.

No conflicts of interest were declared.

Decision to award contract to the successful provider (Provider 1) following tender evaluation of a stage 2 mini-competition for an Adults Shared Lives Scheme through the ASC Dynamic Purchasing System.

Alternative options considered:

The option to delay award of contract decision to after the electoral activity was considered at the outset of the procurement. This was rejected as this would have caused a significant delay in mobilisation of the contract which aims to extend the range of options available to vulnerable adults to meet their care and support needs and introduce a service that provides improved social inclusion.
