Elmhurst Road (Experimental Order)
Background
In 2019 the Council introduced a Controlled Parking Zone (CPZ) in
Elmhurst Road. This was due to residents experiencing obstructive
parking from neighbouring roads and customers visiting the
amenities in the area.
However soon after the implementation of this scheme, several
complaints were received from the local businesses on the High
Street and ward Councillors expressing concerns regarding the lack
of parking available for their customers due to the implementation
of this scheme. As a result of the above, the Council reviewed the
existing scheme and amended a small part at the entrance of the CPZ
to introduce limited waiting bays in its place, which provided
parking for customers visiting the local businesses. As vehicles
can also park in a limited waiting bay to load and unload goods,
the aim was for the local businesses to utilise this bay for this
purpose as well.
The above amendment was introduced under an experimental order and
during the six month consultation period we received
representations from the local businesses and ward Councillors
stating the limited waiting bay was never available for them to
load and unload goods. It became apparent that a dedicated loading
bay was required.
Proposed scheme
This CPZ has been reviewed once again, taking into consideration
the feedback received during the consultation period and we are now
proposing to introduce a loading bay in place of the limited
waiting bay to assist the local businesses. Whilst the limited
waiting bay was providing parking for customers, some of the local
businesses have parking available at the rear of their property and
there is also a local car park in close proximity which customers
can utilise.
It has therefore been proposed to implement a loading bay which
applies Monday – Saturday 9am5pm. At other times and
Sundays this bay will become a resident permit bay, providing
additional parking for residents and their visitors. It is proposed
to introduce this amendment under an experimental scheme so that
feedback can be received during the first six months of the scheme
being operational and we can monitor the impact to see if any
further changes are required.
Ward Councillors have been notified of our proposals and are in
full support.
Legal Implications
The amendments will be made under Section 9 of the Road Traffic
Regulation Act 1984 and regulation 22 of the Local Authorities
Traffic Orders (Procedure) (England and Wales) Regulations
1996.
Financial Implications
The consultation and implementation of this proposal is estimated
at £2,000. This can be funded from existing Parking Revenue
Budgets D124.
