In October 2021 a formal consultation was
undertaken for the Waiting Restrictions Scheme 2020-2021 which
consisted of parking restrictions being proposed in approximately
50 locations borough wide.
As a result of resourcing issues there have been some delays in
progressing this scheme and due to the urgency of one location
(Stoke Gardens) legal advice was sought and a decision was made to
progress this scheme in part. We have been informed via Legal that
any Order must be made within two years of advertising the Notice
of Proposals and therefore a decision will be made on the remaining
locations in due course.
Stoke Gardens
A developer scheme initiated under section 278 works requested for
restrictions to be reviewed in Stoke Gardens so that all
restrictions are updated with the new road layout. This was
requested to predominately protect the bend in the new road within
Stoke Gardens which is being created due to nearby housing
developments.
The initial parking proposal from the developer was rejected due to
the belief that too much parking was being removed to facilitate
the increase in traffic from the housing development; it had
therefore been amended so that parking can be maximised. All
parking bays are to remain, however no waiting at any time
restrictions were proposed to the majority of Stoke Gardens due to
the narrow width of some parts of the road and also around the
turning head. Also, it was proposed to retain a no waiting
restriction from Monday – Saturday 8am to 7pm to some areas
so that parking by residents can be maximised.
The formal consultation period commenced on the 8th October 2021;
with the deadline for representations being the 28th October 2021.
The proposals were advertised in the local paper, information
relating to this scheme was placed on Slough Borough Councils
website and letters were also sent to the residents/businesses
directly affected by these proposals.
As we received no representations for Stoke Gardens, we will be
proceeding with this scheme to implementation phase. This is per
the drawing (PD20/21 Elliman 01).
Statutory Consultees
There were no objections from the organisations that were consulted
according with the statutory consultees outlined in the Local
Authorities' Traffic Orders (Procedure) (England and Wales)
Regulations 1996.
Financial Implications
The implementation of the recommended waiting restrictions is
estimated at £2,000. This will be funded via financial
contributions from the developer with regards to the S278
works.
1. That the recommendations stated in the above text are approved,
and the necessary Traffic Regulation Orders and Notices proceed
through the legal process and in accordance with the Road Traffic
Regulation Act 1984 and Highways Act 1990 procedures, and the
restrictions are implemented
2. That statutory consultees and ward Councillors are informed of
the results of the consultation and notified when works are about
to commence
