The support and maintenance contract for the Council’s Liquidlogic Adults System (LAS) and the Children’s Company’s Liquidlogic Children’s System (LCS) and Early Help Module (EHM) was due to expire on 31.03.22. The recommendation was to award a one-year contract to the incumbent supplier, Liquidlogic, for the continued support and maintenance of the Liquidlogic Adults System (IAS), Liquidlogic Children’s System (LCS) and Early Help Module (EHM).

The one-year contract was approved to ensure the Council would have a fully supported and compliant system in place for 31.03.2022.

The Director approved the award of a one-year contract to Liquidlogic for continued support and maintenance of Council’s Liquidlogic Adults System (LAS) and the Children’s Company’s Liquidlogic Children’s System (LCS) and Early Help Module (EHM) from 01.04.22 – 31.03.23. Approval was also given for the commencement of a new procurement process for an Liquidlogic Adults System (IAS), Liquidlogic Children’s System (LCS) and Early Help Module (EHM) with a report on the plan for this reported to Cabinet in 2022/23.

The only option available to the Council was to award one-year contract to Liquidlogic for the continued support and maintenance of the Council’s Liquidlogic Adults System (LAS) and the Children’s Company’s Liquidlogic Children’s System (LCS) and Early Help Module (EHM).

An exemption was requested to waive the procurement process, under the grounds of Sole Supplier (clause 14.9a in the Corporate Procurement Rules. LiquidLogic are the only supplier who can provide support and maintenance for their product therefore it can be proven that there is only one Supplier who can deliver this contract.
