The support and maintenance contract for the
Council’s Revenues & Benefits system (Academy) was due to
expire on 31.03.22. The recommendation was to award a one-year
contract to the incumbent supplier, Capita Business Services, for
the continued support and maintenance of the Council’s
Revenues and Benefits system.
The Director approved the award of a one-year contract to Capita
Business Services for continued support and maintenance of the
Council’s Revenues and Benefits system from 01.04.22 –
31.03.23. Approval was also given for the commencement of a new
procurement process for a Revenues and Benefits system/platform
with a report on the plan for this reported to Cabinet in
2022/23.
The one-year contract was approved to ensure
the Council would have a fully supported and compliant Revenues and
Benefits system in place beyond 31.03.2022.
The only option available to the Council was
to award one-year contract to Capita Business Services for the
continued support and maintenance of the Council’s Revenues
and Benefits system.
An exemption was requested to waive the procurement process, under
the grounds of Sole Supplier (clause 14.9a in the Corporate
Procurement Rules. Capita Business Services are the only supplier
who can provide support and maintenance for their product therefore
it can be proven that there is only one Supplier who can deliver
this contract.
